If you can't switch to another FTP Client :

2. We can see that the ftp server service is running with English (United States) locales, which means it won't support Chinese or Arabic codepage for the file listing (seen as ??? in the client)
3. To solve this, change the FTP server service account (do not use localsystem) :
- Windowskey+R / services.msc / Properties of Gene6 FTP Server / Log in and select a User (your account for example) that is set to use chinese locale (or other language), enter password, stop/start the service, in main log you should now see "Language: chinese".
The client also has to be using chinese locales on his side, which means you can not mix different languages like Arabic / Chinese for filenames, only one will be displayable at once, or you will need to use UTF-8.
Note : Internet Explorer UTF8 support is broken, it can not talk in UTF8 to the server.
